About this role

This role reports to the Country Director and is responsible for overseeing and directing the implementation of Marie Stopes International Organisation’s technical strategy across all our various service delivery channels including the contact centre while leading on the implementation of associated advocacy, social and behaviour change communication (SBCC) and MSION’s research, monitoring and evaluation (RME) goals. In his/her capacity as head of all Technical Units of MSION, the Director drives learning and knowledge transfer, capacity building and technical support to all country programme operations.

The role holder will represent MSION in a range of internal and external coordination platforms while as a member of the Senior Management Team will be leading overall organisation’s communication, advocacy, monitoring and programme evaluation strategy development and implementation. Overall, the technical services director will see to the increased relevance of the MSION contact centre in promoting our brand, oversee review of MSION’s data towards improved operational performance, guiding the development and documentation of project best practices and effective marketing materials including the primary responsibility for all research, monitoring and evaluation activities of MSION’s core business and projects to provide evidence that will guide strategy and demonstrate impact.

 

 

 Responsibilities:

A.    Team Leadership and Management

  • Oversee a team of 16, with 3 direct reports viz the Data and Research Management Lead, External Relations and Advocacy Lead and the Head, Corporate Marketing
  • Champion the organisation’s use of data & insights through providing leadership in the technical design and development of all data systems, management, quality, reporting and
  • Act as technical lead and facilitator for developing communication messages and materials in accordance with MSION SBCC strategy towards growth of all channels including the contact centre
  • Represent MSION technical expertise in professional circles through meetings, conferences and presentations while developing and maintaining professional relationships with colleagues and donors in country, region or worldwide networks as required
  • Continuously mentor and support the team to build their capacity on data management, quality, analysis, research and evaluation including Management Information System (MIS)
  • Recommend to CMT viability of channels based on review of data and income
  • Lead in Team budget management including in any other duty reasonably assigned by the country director

 

B.    MIS, Research and Project Monitoring (Including Data Quality Checks  and Analysis)

  • Support and lead the team on ensuring the end to end data collection and reporting processes are captured accurately and meet audit controls and
  • Guide and lead the team on the design and implementation of routine data reporting systems including tools, quality audits, ensuring monthly spot checks on operational data are completed and that findings are tracked and adjusted in systems and learnings to improve data quality are shared as
  • Ensure that all data protection and confidentiality standards are adhered to and in line with MSION and donor policy
  • Ensure robust and fit for purpose management information systems are in place, regularly reviewed and updated as appropriate
  • Collaborate with MSI Global teams to ensure our MIS are embedded in all service delivery channels
  • Ensure routine M&E systems are robust and fit-for-purpose to ensure quality and efficiency of data collection and
  • Ensure ongoing analysis of routine data through MSION’s six service delivery channels and other organizational
  • Ensure data analysis, reporting, and insight is effectively shared with necessary stakeholders in a timely
  • Ensure the impact of marketing and other communications activities on service uptake and client satisfaction is consistently and effectively assessed and shared to inform return-on- investment and other strategic decision-making.
  • Develop actionable insights from multiple data sources

 

 

C.    Lead MSION Operations Research

  • Represent MSION technical expertise in professional circles through meetings, conferences and presentations
  • Develop and maintain professional relationships with colleagues and donors in country, region or worldwide networks
  • Guide the design, implementation and continual refinement of all operational researches in MSION in consultation with the RME Manager
  • Contribute to the development of knowledge management processes to ensure that the M&E system, tools and methods provide statistical and analytical validation of
  • Provide input into the development of a web-based M&E management system that supports M&E data entry, management, analysis and reporting; facilitates M&E knowledge management and knowledge sharing; and improves
  • Identify opportunities for and provide technical assistance in design and implementation of Operations Research studies

 

D.    Documentation of all MSION project implementation experience

  • Managing the delivery of our knowledge management strategy, including the development and roll-out of a new intranet and collaboration tools
  • Managing our content owner community to ensure that content across our knowledge tools is appropriate, effective and
  • Coaching and training to help embed new ways of working across the organization, including curating and authoring online training materials for the new tools
  • Taking the lead in encouraging team members to share knowledge by ensuring they are aware of the knowledge management and collaboration tools available to support their work
  • Managing platform analytics, including reporting to senior stakeholders on the performance of the tools, and supporting content owners to utilize their own metrics
  • Working closely with the Global Information Services team to keep up to date with technology developments, and ensure we are using tools which best support our knowledge management objectives
  • Schedules, coordinates, and supports program staff in the writing, editing, promotion and dissemination of MSION technical documents, including top level reports, case studies, training manuals
  • Clear communication to the whole team on progress against strategy and lessons learned

 

E. Development of Demand Creation and effective corporate marketing Strategy

  • Articulate a clear demand generation strategy specific for each channels while giving a clear on going analysis of our market, by segment, location, accessibility etc
  • Establishment of Demand Creation KPIs in relation to programme Strategy
  • Assist in the development and use of technical guidelines for the design, implementation and evaluation of behavioural interventions.
  • Assist in the SBCC materials and tools (in different platforms-print, social media, website, spoken word, media campaigns etc) development, pretesting and use for

 

  • Help build, execute, and manage MSION social and digital marketing campaigns across Facebook, Instagram, Google, LinkedIn, YouTube, WhatsApp, Twitter, Snapchat, etc.,
  • Develop strategies for reaching potential customers, clients and optimizing organisation’s activities to drive conversion of potential
  • Assist to analyse MSION’s competitors’ brands and suggest creative ways to attract more customers and promote MSION social marketing
  • Collaborate with the Corporate Marketing and Strategic Communications Unit to create campaign talking points, social media toolkits, and other communication strategy documents and maintain a highly effective social and engagement calendars
  • Collaborate with MSION Channel Leads to apply KPIs, analytics, and insights to better profile, and target potential clients and customers of the

Qualifications

Qualifications, Experience & Skill:

  • Master’s degree or equivalent experience in Social Sciences or Public/International Health
  • Fluency in  both  written  and  spoken  English  with  proficiency  in  public  speaking  and professional presentations
  • Experience in project management especially strong and analytical and reporting capability including conducting primary qualitative and quantitative research
  • Not less than 10 years cognate experience as a public health specialist (or similar field), with field experience preferably in a technical program managing role with an international NGO
  • Experience of DfiD, USAID, and Gates funded projects, including previous experience managing a large technical team in the NGO sector (desirable).
  • Knowledge of social media platforms use (i.e. Facebook, Instagram, LinkedIn, and Twitter) and associated tools and analytics
  • Understanding and knowledge on research and evaluation methodologies is desirable
  • Must be willing to undertake regular visits to the provinces and interact with different stakeholders
